Absentee/mail-in voting: request by online received by 5pm on Nov 1
Request by Nov 1 by mail or in-person
Any registered PA voter can vote with a mail-in ballot (without reason) but absentee voting requires an excuse (college students may vote absentee)
Voted ballot must be postmarked by 8pm on Nov 8
